Asia & the Environment Debate
Centad’s mandate has been to mainstream climate change
issues through evidence based research findings. Our aim is to carry
out research on environment within South Asian region with a view
to develop holistic approach on the issue keeping in mind different
cross-cutting long and medium term goals. In this regard, Centad would
work on :

Adaptation
& Trade Linkages
Adaptation has evolved as the most important policy tool
to combat the challenges of climate change for the developing countries.
Existence of varied agro-climatic zones across South Asia requires
localized actions and policies based on coherency with the multilateral
agreements. Although countries like India are in the process of preparing
its national policy, the need for bridging the gaps between the multilateral
and localised needs have to be developed. Keeping this in view, Centad
would look at:
Mitigation
Mitigation efforts have been identified as an important tool involving
market mechanisms to deal with climate change. The only way developing
countries like India, and others can utilize the provisions is through
CDM. India stood as one of the major beneficiaries of CDM in terms
of earning saleable credits. It has been observed in the literature
that the urge to get credits drive different firms to limit them to
incremental technological advancements. In this area, Centad would
work on:
Technology
Transfer, Climate Change & Trade
Technology transfer is considered as an overarching issue
cutting across the themes of trade, adaptation and mitigation. Various
multilateral agreements on Technology Transfer are posing a threat
to unimpeded flow of technology between the owners and recipient countries.
The Convention and Kyoto Protocol emphasises on technology transfer
based adaptation and mitigation policies. Therefore, any barriers
to technology transfer will negate the purpose of these polices. Under
this purview, Centad would focus on:
